What Is a One Paper Exam in Pakistan? CSS MPT, FPSC and PPSC

What a one paper exam is, which commissions hold one, how the CSS MPT, FPSC and PPSC versions differ, and how to prepare for yours.

"One paper" is what candidates, coaching centers and prep books call the MCQ screening test that stands between an application and the next stage of selection. PPSC uses the phrase itself: its advertisements describe the test as "one paper MCQ". FPSC calls its job-post version an "Objective Type Test (MCQ)". The CSS MPT is built the same way.

Key takeaways

  • A one paper exam is one MCQ paper, every subject in one sitting, used to shortlist candidates.
  • The CSS MPT, FPSC job-post tests and PPSC job-post tests are all one paper exams, but their marking is different.
  • The MPT has no negative marking. FPSC and PPSC deduct 0.25 per wrong answer.
  • Start from your own exam's or post's syllabus, then practice under that exam's marking.

What makes it a one paper exam

Three things define it:

  1. One paper. Every subject sits in a single objective paper. There is no separate English paper, no separate general knowledge paper.
  2. All MCQs. Four options, one correct, marked by machine.
  3. A screening role. The paper shortlists. For the CSS it decides who sits the written papers. For a job post it decides who goes on to the next stage, usually an interview.

The federal and provincial commissions (FPSC, PPSC, SPSC, KPPSC, BPSC and AJKPSC) and testing services such as NTS all screen candidates this way. Mock CSS covers three of them: the CSS MPT, FPSC job posts and PPSC job posts.

Where they differ

Who the paper is for. The MPT has one paper for every CSS candidate. FPSC and PPSC set a paper for each advertised post. Two candidates in the same FPSC advertisement can sit very different tests: one post is English plus a professional test, another is a subject test with no English part.

How it is marked. On the MPT, a wrong answer and a blank both score zero, so you answer everything. On an FPSC or PPSC test, a wrong answer costs a quarter of a mark, so you eliminate first and guess only when the odds favor it. CSS MPT Has No Negative Marking and How the FPSC MCQ Test Works cover each in detail.

What counts as passing. The MPT is qualifying only: clear 33% and you are through, and the score is not added to your merit. A job-post test ranks you against everyone else on the post, so a bare pass is rarely enough.

Where they overlap

The general part of all three draws on the same ground: English, general knowledge, Pakistan affairs, current affairs, Islamic Studies, basic mathematics and reasoning, everyday science and, on many job posts, basic computer studies. If you are preparing for more than one, that is where your work carries over.

What does not carry over is the professional or subject part of a job-post test. If your post is in IT, engineering or medicine, that part needs its own preparation.

How to prepare for a one paper exam

  1. Read your syllabus first. For the MPT that is the MPT syllabus. For a job post it is your post's own page on the FPSC syllabus or PPSC syllabus. Note the marks for each part, the time and the passing rule.
  2. Practice under the real marking. Sit full papers against the clock, with negative marking where your exam has it. A score taken without the deduction tells you less than you think.
  3. Spend revision where the marks are. After each paper, find the sections costing you the most and work on those, not on the ones you already enjoy. How to Use Your Mock Score to Find Weak Sub-Sections shows the method.
  4. Keep current affairs current. It appears in all three, and it is the part that goes stale fastest.

Practicing on Mock CSS

One account covers the CSS MPT, FPSC and PPSC. The free tier gives you 3 full mocks a month in total across all three, each with its own exam's marking. Past papers are for the CSS MPT only, since FPSC and PPSC publish none for their job posts. PPSC posts are added as their syllabi are published, starting with Intelligence Officer (10-RH/2026).

Frequently asked questions

Yes. It is one 200-mark MCQ paper with every subject in one sitting. It decides who sits the CSS written papers, and its score is not added to final merit.

PPSC does: its advertisements use the words "one paper MCQ". FPSC calls its job-post test an "Objective Type Test (MCQ)". Candidates and prep books use "one paper" for both.

It depends on the exam. The CSS MPT has none. FPSC and PPSC job-post tests deduct 0.25 per wrong answer.

It can cover the general part, which the exams share. It cannot cover the professional or subject part of a job-post test, which depends on the post.
